The Redskins and second round draft pick, Oklahoma WR Malcolm Kelly, have agreed to a four year, $3.36 million deal, which could create a snowball effect of draft picks signing with their respective teams. The deal includes $1.655 million in guarantees. He is only the 2nd second-round pick to sign, Matt Forte of the Bears being the first.

Reportedly, the NFLPA issued an announcement to agents last week notifying them to “act cautiously” with first and second round picks due to a Special Master hearing to determine how the looming 2011 uncapped year with affect the contract structures. Kelly caught 49 passes for 821 yards, with nine TD’s, for Oklahoma last season.
